From Sweden take a bus from Haparanda and from Norway avail a Eskelisen Lapinlinjat bus, which takes off from the Northern parts of the country.
You can also drive here and depending on where you are coming from the route you will take. If you are coming by Sweden you can take a car ferry and then drive the rest of the way or if you are coming from Norway take either the E8 or the E75. If you are coming from St. Petersburg you can take the M10 and from Estonia you can take a car ferry.
