June through September (summer is Quebec) or December through February (winter) is the best time to be in Quebec. If you are interested to see the foliage changing colors, then you have to stay till end of September and Quebec is beautiful during this time i.e. autumn. Most of festivals take place either during the summers or winters. But again temperature starts to fall after September and hence it is advisable to visit during summer, as winter is very cold here.
